Job Summary
Alaska Overview
ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America’s largest legacy conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.
Willow Overview
Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs with the development estimated to create 300 permanent jobs. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill site pads, pipelines, roads, bridges and supporting infrastructure. The Drilling and Completion portion of the Willow project includes ~200 wells and over $2B of capital. Pre-drilling begins in 2027.
Description
The Willow Temporary Infrastructure Construction Superintendent is a direct report to the Willow Infrastructure Construction Lead and provides support to the Willow Field Superintendent during execution. The position is responsible for all of the temporary support services required to support the direct work including housing, offices, PMT equipment and shops, ground transportation, fuel storage facilities, fuel coordination, temporary power generation and telecomm, temporary laydown, and site security. The support services overseen by this role encompass all of the Willow project area including Kuparuk, Alpine, and Willow.
Reporting to the Temporary Infrastructure Construction Superintendent are Construction Supervisors responsible for specific geographical areas of the project for delivery of their assigned work scope. The Temporary Infrastructure Construction Superintendent is accountable for reviewing and finalizing plans for each construction season, monitoring the construction readiness process prior to field mobilization, and for managing all assigned North Slope activities during construction.

As part of the Willow Construction Management Team the Willow Temporary Infrastructure Construction Superintendent is responsible to review and finalize yearly construction plans, manage and supervise all field construction activities, and to lead field safety and environmental performance in their assigned area of responsibility as identified below:
Planning
Review and finalize the field construction plan for each year’s work scope
Provide input to and implement the construction support strategies and processes (camps, aviation, ground transportation, construction equipment, and laydown)
Participate in candidate selection process in support of the overall construction resource plan
Support the development of construction work schedules for contractors and field staff
Onboard all assigned resources and verify satisfactory working knowledge of all Company processes and assigned project scope to ensure successful execution of the work
Support the development of contract and procurement strategies, Requests for Proposals (RFP’s) and participate in evaluation of contractor(s) proposals and make recommendations for award as part of the evaluation team
Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations
Execution
Ensure the Readiness Checklist is completed, and that all action items are satisfactorily addressed before approving Contractor mobilization
Ensure a smooth transition of the Construction Plan to the field
Provide oversight and supervise all assigned construction resources to ensure key project milestones are achieved and all company execution standards are met for scope, cost, quality, and HSE
Monitor Contractor performance of work through the Construction Key Performance Indicator Reports
Direct the Contractor in the areas of performance and performance improvement opportunities
Ensure periodic Progress/Performance Review meetings occur with Contractors, Construction Leadership and Project Management Teams
Interface with and provide oversight of construction contractor field leadership
Manage interfaces between field construction contractors
Manage day-to-day activities for all assigned construction contracts to deliver requirements of contracts
Support overall project execution including SIMOP’s activities with Drilling, Completions and Operations
Ensure implementation of the agreed upon execution strategy with respect to key priorities and milestones
HSE
Proactively lead HSE performance and culture by communicating, fostering, supporting, and enforcing HSE policies, procedures, guidelines, requirements, and objectives
Demonstrate the importance of ConocoPhillips Life Saving Rules by leading work site conversations and performing verifications
Perform jobsite walk-downs, review contractor THA/JHA, provide recognition for safe work execution and task planning
Participate in onsite Contractor toolbox and safety meetings, reinforce COPA safety processes
Enforce adherence with permit stipulations issued by regulatory agencies.
Facilitate weekly Predictive Indicator meetings with the goal of improving Contractor safe work behaviors through analysis of proactive measures performed by the Contractor
Facilitate safety engagement meetings with Company and Contractor field leadership teams
Support the implementation of Behavior Based Safety (BBS) observation program with contractors
Participate on the Incident Management Team as required and attend IMT Trainings and annual exercises
Basic/Required:
Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
10+ years of projects experience in construction supervision/construction management
5+ years of experience leading and delivering large construction projects
5+ years of experience managing interfaces involving multiple field construction contractors
Willing and able (with or without reasonable accommodation) to work in a remote work location on a 2 weeks on and 2 weeks off work schedule
Preferred:
Bachelor’s degree or higher in Engineering, Construction, or relevant field experience, or foreign equivalent
15+ years of projects experience in construction supervision/construction management
3+ years of experience with ConocoPhillips Capital Projects Management System (CPMS)
3+ years of experience leading/supervising construction infrastructure projects
3+ years of experience with arctic construction practices
3+ years of experience as part of a team working large project and interfacing with project leadership
Advanced level of proficiency with interpersonal, written, and verbal communication skills
Strong multi-tasking skills with ability to handle multiple ongoing activities
Demonstrated ability to work collaboratively with other disciplines and across organizational boundaries
Listens actively and invites dialogue for shared understanding, then influences and acts to drive performance and achieve results
Builds strong relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
