The Alaska Process Safety Management (PSM) Engineer plays a technical leadership role to ensure the overall business goals and objectives are achieved in Process Safety and PSM compliance space. This focus includes the areas of PSM training, Management of Change (MoC), Pre-Start Safety Reviews (PSSR), Process Safety Information (PSI), Process Hazard Analysis (PHA), and key performance indicators (KPI). The position oversees and updates information related to OSHA Regulation 29CFR 1910.119 as it relates to process systems and pipelines operated by ConocoPhillips Alaska.
Your responsibilities may include:
Support HSE goals
Provide overall leadership in the area of process safety
Lead initiatives to identify process safety improvements opportunities throughout the organization
Participate in the sharing of knowledge throughout the BU and company, including participating in the Process Safety NoE Core Team
Serve as PSM technical authority (TA), including determining PSM applicability, ensuring elements are adequately covered by their respective subject matter expert (SME), providing the annual Voluntary Protection Program (VPP) PSM supplement, and providing PSM overview for audits and visitors (e.g., Baker Risk, VPP, HSE)
Ensure PSM self-assessments are conducted every 3 years and participate on audit teams as requested
Own/Author the Process Safety Metrics Reporting Procedure, including ensuring KPIs improve process safety visibility and compliance and are reviewed quarterly with management
Serve as the SME for MOC/PSSR, including owning, maintaining and improving the Technical MOC Procedure, PSSR Procedure, MOC KPIs, MOC tool (KMS), and hardcopy PSSRs
Provide oversight of PHA finding resolution, including maintaining critical metrics, leading quarter risk reduction meeting and providing annual corporate compliance report
Work with PHA TA to manage PHA revalidation process and ensure they are performed according to OSHA and ConocoPhillips standards
Lead all aspects of completion of IPL Audit action items and implement processes to prevent gaps from developing
Serve as SME for the drawing and datasheet Redline and As-build Procedure, including continuous improvement and developing critical metrics
Own the Latent Cause Analysis (LCA) investigation program
Resolve PHA findings, including building field design packages and detailed design requests, performing engineering calculations, and marking up drawings
Fill in for Facility Engineers, including providing design and basic engineering support for facilities
Legally authorized to work in the United States
Bachelor's degree or higher in Chemical, Mechanical or Process Engineering or foreign equivalent
5 years of oil and gas industry experience including gas/oil production, gathering, separation and processing, chemical processing, and/or refining
Intermediate understanding of facility engineering fundamentals including a working knowledge of Process Safety Management (PSM), PHA and MoC
Current valid driver's license
Wiling and able (with or without a reasonable accommodation) to travel to the North Slope 25% of the time on a yearly basis
Knowledge of maintenance management software (SAP)
Knowledge of Layer of Protection Analysis (LOPA)
Ability to prioritize and execute multiple assignments in a changing environment
