If you are selected as the Senior Staffing Representative, you will ensure that fleet staffing assignments are executed to meet operational requirements and union agreements. You will work closely with all sections of Operations, Engineering, Human Resources, Payroll, and the Medical Department.

Your responsibilities may include:

Fleet Staffing

  • Develop and execute strategic long-range fleet staffing plans to meet operational requirements and maintain compliance with union agreements.

  • Verify compliance with all United States Coast Guard (USCG) and ConocoPhillips requirements (training, documents, licenses, physicals) prior to scheduling next assignment.

  • Communicate assignment information to personnel (where/when to join), including coordinating necessary travel arrangements with ConocoPhillips Travel.

  • Handle fleet staffing assignments when joining or departing a vessel. Schedule employees from vacation/paid leave to a vessel. Coordinate fleet employees from various leaves including disability and leaves of absence. Coordinate rotating shore assignments, special assignments/duty, and emergency relief.

  • Manage plan changes resulting from disabilities, leave of absences, shore assignments, special duty and special assignments.

  • Review all fleet evaluations and provide guidance to Manager, Polar Engineering and Manager, Polar Operations on performance improvement plans and personnel challenges.

  • Collaborate with Training Director, Medical Team and Operations Group to verify that all employees on foreign voyages have required documents.

  • Handle USCG minimum vessel staffing needs while maintaining vetting requirements for senior officer time in service.

  • Verify compliance with training and annual physicals, as required by USCG and Company. Register fleet employees for training courses, working closely with Training Director on requirements.

  • Assist with union negotiations, for both AMOA and AMEU.

  • Collaborate with Manager, Polar Operations and Manager, Polar Engineering to formulate a succession plan for all Fleet Employees.

  • On call for after-hours emergencies.

Hiring and Promotion

  • Advise Manager, Polar Operations and Manager, Polar Engineering when additional fleet employees need to be hired and promoted. Prepare all documentation for Promotion Board meetings and facilitate promotion process

  • Develop pipelines to meet the staffing needs of the business through innovative practices and outreach.

  • Provide resume evaluations, set up HireVue screening, and provide expertise on Targeted Selection interviewing process in order to enable consistent quality of hire and candidate experience.

  • Interview all potential new hires.

  • Perform New Hire Orientation for all newly hired fleet employees. Inform new hires of staffing guidelines and policies, benefits, etc.

  • Liaison with Maritime Academies to coordinate shipboard Cadet assignments and to increase future candidate pipeline for Fleet personnel.


  • Collect, verify, and process all payroll data for fleet employees. Enter timekeeping in CATS/SAP for fleet employees.

  • Partner with the SAP Payroll team to ensure Step Progressions, and other change in Fleet employee PayScale is successfully completed.

  • Track sea time for officers in order to ensure pay raises are administered after completing one year of sea service.


  • Coordinate with Training Director in order to establish and execute conferences, group training, etc.

  • Enter and submit expense reports into SAP for fleet employees.

  • Schedule mariners for all required training, request purchase orders and approve payment of invoices after training is completed.

  • Reconcile credit card statement for air fare, hotel and ground transportation associated with Fleet travel.

  • SAP Coordinator for Global Marine.

  • Provide quarterly metrics to the AMEU Chairman outlining the following: number of employees in each billet, ROB’s, vacation sell backs, training, standby time, disabilities, etc.

  • Provide Marine Management team with monthly metrics outlining the following: headcount, attrition, disabilities, etc.



  • Must be legally authorized to work in the United States as a U.S. citizen or national, or an alien admitted as a permanent resident, refugee or asylee

  • Must have received or be willing to receive the COVID-19 vaccination, by date of hire to be considered. Proof of vaccination, or ConocoPhillips approved accommodation, required

  • 1 years of experience working with and handling highly confidential information

  • Intermediate proficiency with Microsoft O365 applications: Excel, Outlook, PowerPoint, SharePoint, Teams and Word

  • Willing and able (with or without reasonable accommodation) to provide day-to-day support after-normal hours, including nights, weekends or holidays as needed

  • Willing and able (with or without reasonable accommodation) to travel 10% of the time on a yearly basis


  • Bachelor's degree or higher in Business Admin/Mgmt., Communications, Human Resources, Management, other related business field, or foreign equivalent

  • 5 years of experience with Human Resource policies & practices

  • 3 years of experience using an Applicant Tracking System or applicant tracking software

  • 1 years of experience in Recruiting/Human Resources

  • 1 years of experience organizing and prioritizing numerous tasks, multitasking, and working under pressure within tight timelines and limited direction

  • Demonstrates responsibility, ownership, and commitment
