Position Summary: HSE Specialists are an integrated member of the Operations/Project teams and are critical to the safe and responsible delivery of production targets. They are responsible for identifying barriers to exceptional HSE performance, working within their sphere of influence to address these barriers, and/or elevating through the chain of command. The HSE Specialist is a trusted advisor and interpreter for local leadership regarding regulatory and HSE Management System compliance, reporting requirements, and accountable for proving clear, concise, and risk-based solutions that allow the organization to meet business objectives. They must be capable of performing multiple and varies HSER-related tasks with little to no supervision and deliver on commitments. They are expected to leverage and share knowledge across other L48 assets to promote consistency (where appropriate) and reduce risk to meet COPC objectives

Responsibilities may include:

Ensuring compliance by developing, implementing, using and promoting systematic processes and associated databases which may include but are not limited to: L48 HSE management system procedures, prestart-up safety reviews, job safety analyses, SAP management of change, and IMPACT. Act as a subject matter expert during field activities, ensuring compliance with procedures, LSR’s and OSHA, and promoting full implementation of programs such as Behavior Based Safety (BBS) and Focused Audits. Liaise with federal, state and local environmental agencies as needed for site inspections, incident reporting, responding to requests for information, etc. Provide guidance and regulatory interpretation as well as assisting with procedure development for a variety of HSE issues Partner with operations/projects to utilize tools to inform the workforce of emerging themes, trends. and leading indicators that may affect performance. Facilitating incident investigations/learning teams and preparing findings for management review and follow-up. Accountable to plan, obtain and ship for analysis, Industrial Hygiene samples per the annual Exposure Assessment Plan and as needs arise, Staff various Tier I Incident Command System (“ICS”) roles and fulfill roles in on-call Incident Management Teams, Planning, preparation, and/or participation in Asset/BU HSER auditing Support on-the-job safety meetings by providing direction, resources, and assistance as needed, to enhance overall effectiveness and impact. Effectively network with COPC contractors and industry peers Qualifications: Basic/Required:

Legally authorized to work in the United States Bachelor’s degree or higher in Safety, Environmental Science, or related field 3 years of Health, Safety, Environmental & Regulatory experience Willing and able to travel up to 20% of the time

Preferred:

3 years of oil and gas industry experience ASP, CSP, CIH or other certification Excellent oral communication skills needed to interface with multiple clients Demonstrate leadership and commitment to foster a zero incident culture. Ability to network and gain cooperation from members of other workgroups Understanding of Federal and State health, safety and environmental standards applicable to the operations.
